Selecting the Winning Submission

The final determination of award shall be made by the Court Administrator and the Presiding Judge of the Superior Court. In addition to the monetary quotation or bid price, the following factors may be considered in selecting the winning bid:

• to the extent known or subject to determination, past record of performance of the competing person, firm or company;

• quality of services or items to be procured;

• character and standing of principals of the competing individual, firm, or company;

• length of residency and service in the United States Virgin Islands;

• Any additional considerations as may be deemed relevant from time to time.
