Rule 84. Right to counsel; appearances

(a) In criminal and quasi-criminal causes, the judge shall inform the defendant of the complaint against him and of his right to retain counsel and to have a reasonable time in which to prepare his defense.

(b) Insofar as practicable, attorneys representing any party to a proceeding shall enter their appearances with the clerk of the court before the time fixed for the hearing or trial and shall notify the clerk of the length of time it is anticipated the hearing or trial will take.
